Lockdown 4.0: Central Government released new guidelines, relaxation in these works from yesterday.
Bharat Lockdown 4.0 ke Niyam: The Ministry of Home Affairs has released the guidelines for Lockdown 4.0. The ban on metro rail services will continue. Schools, colleges, all types of educational institutions will remain closed. There is no restriction on online studies.
The lockdown issued in the wake of Covid-19 across the country has been extended till 31 May. The Ministry of Home Affairs has issued guidelines for Lockdown 4.0. The fourth phase of nationwide lockdown due to Corona virus will start from Monday and people will get more concession and flexibility. All types of domestic and international flights will be closed in the country. Although domestic medical services, domestic air ambulances will remain exempt.
These works will be banned
Prohibition on metro rail services will continue. Schools, colleges, all types of educational institutions will remain closed. There is no restriction on online studies.
Hotels, restaurants, cinema halls, shopping malls, gyms, swimming pools, amusement parks, theaters, bars and auditoriums will remain closed.
-Sports Complex will be opened but viewers will not be allowed to go in it.
All social, political, sports, entertainment, educational, cultural, religious events will be completely banned.
All public religious places will remain closed. Religious meetings will be completely banned
Strictness will be maintained in the Containment Zone, only shops of essential goods will be opened here and only essential goods can be ordered through e-commerce.
These activities will start in other places except the Containment Zone.
1. Interstate trips by passenger trains and buses. However, it will also be necessary to allow the states.
2. Traffic of states and union territories started inside the state.
3. Activities under the Standard Operating Procedure (SOP) prescribed for the activities of the people.
States will decide zones
On the basis of corona virus cases, the areas will be divided on the basis of red, green and orange and containment zones. This decision will be taken by the state governments and the administration of the centrally administered state. All these decisions will be made on the basis of the guidelines issued by the Ministry of Health.
In the Red and Orange zones, the district administration will determine the containment and buffer zones.
All necessary works will be allowed in the Containment Zone. There will be complete ban on the movement of people, only medical emergency and transportation of essential goods will be approved.
Contact tracing will be done on a large scale in the container zone, door to door inspection
Curfew will remain at night
There will be a complete ban on the movement of people in all zones across the country from 7 pm to 7 am. The local administration will issue orders for the areas under its purview, as per the provisions of the law.
Completely stop the exit of these people
All people above 65 years of age or who already have a disease, pregnant women and children under 10 years of age have been instructed to stay in the house, apart from important work or health reasons.
As per the order of the Ministry of Home Affairs, all the activities have been allowed except those which are banned.
Regarding the use of sanatorium bridges-
-The Healthy Setu App gives prediction of the risk of corona virus and it acts as a shield for the individual and society.
For better protection of employees in offices, employers have been instructed to get the Arogya Setu App downloaded in the phones of all employees.
It is suggested to the district administration that he should install the Arogya Setu in every person's phone and ask them to update their health status daily. Health facilities can be provided on time through this app.
Instructions regarding movement of people and goods
All states and union territories will ensure intermittent movement of all medical personnel, sanitation workers and ambulances within the interstate and the state.
All states and union territories will not ban interstate movement of goods and cargo as well as empty trucks.
All states and union territories will not ban any kind of goods and trucks coming from neighboring countries.
According to the order of the Ministry of Home Affairs, all the states and union territories will fully follow all the guidelines given under the Disaster Management Act 2005. All the District Magistrates will strictly follow the given guidelines.
How the zones are distributed
In the third phase of lockdown (Lockdown 3.0), according to the corona virus case, parts of the country were divided on the basis of green, orange and red zones. In these, where there was not a single case in the previous days, they were kept in the green zone. In the red zone, the areas decided according to the high infection rate and the speed of doubling the case were kept. The districts which were kept in neither red nor green zone were all included under the Orange zone. This classification will continue in this way.
The most sensitive areas of the country to spread the corona virus infection are called containment zones. They come in red and orange zones. In these areas the risk of spreading the infection is highest.
Permission for this work in Green Zone
All works were allowed in the Green Zone, except for those things on which a complete ban is applicable throughout the country. Here the buses are operating with seating capacity up to 50% and bus depots are running at 50% capacity. There are also cinema halls, shopping malls, gyms, bars including school-colleges. Apart from this, transportation to other states is also closed.
In Lockdown 4.0, guidelines have also been issued by the Ministry of Home Affairs to attend the wedding ceremony and funeral ceremony.

Hotel-restaurants will not open in lockdown 4.0, home delivery will be exempt

Metro, rail and air services also closed
